Description

Norfolk County Council in its capacity as Managing Authority of the Interreg VA France (Channel) England Programme 2014-2020 (FCE programme) sought to procure evaluations of the implementation and impact of the FCE programme.

The evaluations will support programme implementation by assessing whether the programme is on target to realise the intended change in the programme area and whether its approach to achieving this change could be improved: this will be undertaken as part of the Implementation Evaluation. Evaluations will also assess the extent to which the programme has achieved the intended change: this will be undertaken as part of the Impact Evaluation and Evaluation of Future Cooperation Potential.

The value outlined below at 6) is in Euros (not Sterling) and does not include all expenses: Once expenses are taken in to account the total value of the contract will be higher, but is not anticipated to exceed 200 000 EUR over the lifetime of the contract

Norfolk County Council incorporated a standstill period at the point information on the proposed award of the contract was communicated to tenderers. That notification provided full information on the award decision. The standstill period, which was for 10 calendar days, provided time for unsuccessful tenderers to challenge the award decision before the contract was entered into. The Public Contracts Regulations 2015 (as amended) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland).
