Description

Public Health England (PHE) is an Executive Agency of the Department of Health (DH). The role/function of PHE is to protect and improve the nation's health. As part of the reconfiguration of the agency, PHE has initiated a number of Programmes to instigate and realise business Transformation. The PHE Science Hub Programme is 1 major change management programme being managed on behalf of PHE, the principle objective of the Programme is the creation of national public health science hub and headquarters facility.

The Science Hub wishes to invite potential providers to express an interest and participate in this Soft Market Test which will explore procurement opportunities to provide Business Resilience Support Services to enhance the capability/capacity of the business functions and services to enable effective support during transition.

This notice covers 7 sub-lots;
Lot 3.1 Consultancy - To provide advice on a number of specialist topic areas considering the context of the programme and the wider business. Advice may include examples of best practice and how this has been applied in similar organisations and or for similar programmes. The following have been identified as potential requirements;

Workforce Planning
Knowledge Management
Early & Voluntary Exit Schemes
Policy Development Assurance
Job Design and Job Evaluation
HR Legal advice

Lot 3.2 Recruitment - To provide non-standard recruitment to deal with role requirements as a result of the transition programme (i.e. bulk or specialist recruitment).

Lot 3.3 HR - To provide a range of HR services to support the implementation of HR policy and process that will come under increased strain during the transition.

Lot 3.4 Training & Workforce Development - To deliver training through a variety of methods to support the readiness of the business and staff for transition. This may include direct & indirect training (train a trainer or train a trainee). Particular focus is on staff Health & Wellbeing.

Lot 3.5 Financial Services - To provide financial services to ensure business continuity and compliancy during transition and provide additional financial services to staff as a result of the relocation.

Lot 3.6 Market Research - To undertake a range of market research activities that will form part of the;
Information and evidence base required by the business/programme.
Information required by staff (and their household) to make an informed decision regarding relocation or the alternative options.
This should include effective methods for capturing and presenting / providing information (e.g. via an interactive Website)

Lot 3.7 Events & Marketing - To deliver a series of timely events & marketing campaigns to;
Inform staff and their households of the options available to them as a result of the relocation.
Promote options in-line with the business objectives.
