Description

This notice is placed in order to facilitate early engagement with potential Providers, and relates only to a pre-procurement Market Engagement Workshop.
NHS Stockport Clinical Commissioning Group (CCG) are seeking to commission a 24/7 Mental Health Crisis Pathway for the people of Stockport and intend to commence a procurement process to award a new contract to provide the Services from 1st April 2020.
This is a new Service that is designed to complement rather than replace or supersede existing local provision and will include a Safe Haven (day time support) and Telephone Crisis Line.
The Service aims to meet the needs of people experiencing acute emotional distress associated with a mental health problem (which may or may not have been given a formal diagnosis). The Service will operate from a central location within Stockport to be identified by the successful Provider.
There are two key purposes; to provide a safe, welcoming and comfortable place for people in immediate acute emotional distress and for those seeking to prevent the onset of a crisis, and to work with the individuals to create plans and strategies for managing their mental health and wellbeing and preventing future crisis.
The Service requires the successful Provider to work in an innovative way with partners across all sectors to provide a service that is easy to access at times of need.
The Service is focussed on supporting episodes of emotional distress; it is not designed to be ongoing support intervention. However, it is recognised that there will be a cohort of Service Users who may access the Service a number of times; seeking ongoing support and input. The Service would be expected to work these individuals to transition them to more suitable universal support and Services.
More detail on the proposed service and model can be found in the attached draft Service Specification.
The contract duration will be for 3 years from 1st April 2020, with an option to extend for a further 2 years at the discretion of the CCG. The CCG has an annual budget of up to £300,000 per annum.
The CCG wishes to undertake soft market testing on the proposed commissioning model, therefore prospective Providers are warmly invited to attend a pre-procurement market engagement workshop at 1pm on 11th September 2019, at the Sapphire Suite, 1st Floor, Cheshire Conference and Events at Edgeley Park, Hardcastle Road, Edgeley, Stockport, SK3 9DD.
During the event Providers will be given the opportunity to engage with the CCG on a one to one basis as well as taking part in a number of facilitated group sessions/workshops where Providers will be able to discuss the draft specification. The CCG will use the discussions they have with Providers to inform the way forward in terms of the service specification and pricing model.

The CCG would welcome attendance from those organisations or individuals who may be interested in bidding for these services, either in their own right or as a subcontractor, to assist the CCG to achieve a better understanding of the Provider market.

This workshop will be an opportunity to meet with the CCG, network with other Providers, hear more about the services and to provide valuable input by discussing the critical issues, challenges and opportunities that relate to future commissioning and provision of these Services.

This notice is an information gathering exercise rather than a call for competition, and therefore publication or response does not commit the CCG or respondents to a future procurement, nor provide any process exemptions or preferential treatment to any parties expressing an interest.

The CCG are looking to establish what interest there might be in providing such a service from suitably qualified, capable and competent organisations.

The CCG will not be liable for costs incurred by any interested party in participating in this exercise. Interested parties should note that a response to this notice does not guarantee an automatic invitation to any subsequent formal procurement, which the CCG will consider in due course.

Any responses provided to this Expression of interest/Market Engagement will not be treated as commercially confidential and may be used by in the final Service Specification used for the contract but no organisation will be individually identified.
