Description

This notification seeks to inform potentially interested suppliers of a planned supplier engagement event on a forthcoming tender 'Net Zero Societal Change Research and Analysis' on Tuesday 19th May 2020, 13.30 - 14.30. The event will enable suppliers to hear about the forthcoming opportunity and provide initial feedback on the scope and methods of the tender document before it is launched. Interested suppliers do not need to attend this event in order to be able to bid for the project.

Project summary:
Significant societal change is required in order to achieve net zero greenhouse gas emissions across the UK by 2050. For example, the CCC estimate that the majority (62%) of emission reductions will require some form of behaviour change . The key to achieving a net zero society will be a move away from thinking about discreet low-carbon behaviours but rather thinking about system-wide approaches and how multifaceted social shifts can be embedded into everyday life .
To date, much analytical focus of net zero has centred upon technical and economic analysis. There is a clear need to add to this with a comprehensive piece of work focusing on the societal dimensions of net zero. This includes understanding the implications of net zero for people, the importance of societal change in reaching net zero and how we best facilitate relevant societal change. Whilst being procured by BEIS, this project is being carried in conjunction with a number of government departments and is anticipated to be project managed by Defra and BEIS.
The specific objectives this commission is looking to address are:
1. To holistically set out the implications of net zero for people (e.g. mapping out behaviours that could be required for net zero, how they interact with government policies and understanding their implications for lifestyles, homes etc).
2. To identify how different levels of societal change/responsiveness can affect the feasibility, costs and policies of transitioning to net zero.
3. To Identify how, and where, cross-cutting interventions could be implemented to support the societal change necessary for net zero.
There are many ways the objectives and research questions within the work packages of this project could be met, and so we will strongly encourage innovative thinking from bidders as to how best to deliver this work. An example methodology is shown in the additional information.

Work package 1: Behaviour System Mapping
• Mapping out net zero behaviours, evidence on their abatement potential and, for key behaviours, their (positive and negative) interactions with government policies.
Work Package 2: Modelling scoping and scenario development
• Phase 1: A scoping study to assess different techniques for better incorporation of possible societal drivers, preferences and impacts in BEIS modelling.
• Phase 2 (following a review point in the contract): Potential development of broad scenarios of societal change that can be used for indicative assessment of their impact on the costs, policies and feasibility of net zero. This is optional and subject to the outcomes/suggested approaches in Phase 1.
Work Package 3: International review - Societal change and climate policies
• A rapid evidence assessment relating to other countries climate communications, citizen engagement and behavioural initiatives
Work Package 4: Evidence review work (to feed into the above work packages)
• Focused evidence reviews on technology adoption rates, abatement potential of net zero behaviour (where current data is limited) and of external evidence on how societal change can affect the deliverability (e.g. costs and policies) of achieving climate targets.
An early supplier engagement event will be hosted on Tuesday 19th May 2020, 13.30 - 14.30. The event will last up to one hour. It will be hosted online and any interested suppliers are welcome to join. It will give suppliers the opportunity to hear more about the project scope, aims, objectives as well as some of the suggested methodologies which could be used, although we strongly encourage innovative thinking from bidders as to how best to deliver this work. The event will provide an open forum to discuss the commission, provide feedback on the proposed tender and an opportunity to ask clarification questions directly to the team commissioning the work within BEIS's Energy Social Research and Analysis team and Defra's Strategic Behavioural Insights team.
