Description
Portsmouth City Council - the 'Council' - is inviting expressions of interest from experienced contractors for design and construction of structurally engineered surfacing suitable for the storage of containers at MMD Shipping Services Ltd (MMD) located within Portsmouth Harbour. MMD is a private sector organisation which is wholly owned by the Council.
Award of the contract is scheduled for 5th February 2019 and is currently estimated at ?2.5M inclusive of contractor design costs. Works may commence from April 2019 and should ideally be completed by the end of December 2019.
It is envisaged that the contract will be let via NEC4 Option C - Target Cost with Activities, however the Council reserves the right to switch to a 2 stage open book contracting strategy at any point up to commitment to proceed to the construction phase.
Phase 1 of the works will require the successful contractor to -
o Review technical information as part of the tender including:
o Available as-built information on the quay wall construction
o Ground Investigation factual report
o Dive survey factual report of the condition of the quay wall
o Employers requirements and outline design information
o Develop a detailed design of the container park pavement, including drainage, utilities and lighting
o Construction phase:
o Mobilise on site
o Excavation to agreed depth
o Drainage works
o Utility duct placement
o Increase substation capacity
o Construct pavement
o Install lighting
The Port will remain in operation during the period of the works.
Upon completion of phase 1 of the works, MMD may decide that the remaining areas of Albert Johnson Quay should have a similar pavement for the use of container storage.
The additional work at MMD would be split into two further phases of work, with each phase anticipated to cost in the region of ?3M and may require delivery within the next 2-4 years. The Council may also require further structural repair and re-surfacing works across its wider asset portfolio and infrastructure within this period.
To accommodate future work requirements the Council will establish a multiple contractor framework via this procurement process comprising of the 3-4 shortlisted contractors who submit bids in respect of the initial project. Further works may then be awarded via direct award on a ranked basis or via mini-competition process across all contractors.
The framework will run on an initial 4 year term but may be extended by up to a further 2 years in the event of delay to the further work phases.
The Council is unable to provide any guarantees of further work or give any binding estimates in respect of total value of contracts that may be let via the framework. However, to comply with the requirements of the Public Contracts Regulations (2015) the Council has entered a figure of ?20M for total projects let via the framework agreement.
