Description

This contract is to provide a direct delivery service of Adopter Voice involvement with Adoption Counts
The service would enable Adopters to be interested in and aware of RAA development, Adopters are invited and enabled to have a voice and are involved in the design and development of the regional adoption agency. The voice of adopters is instrumental in the ongoing development of Adoption Counts .
2 SCOPE
Quotations are invited for the Adopter Voice Service in accordance with the attached terms and conditions of the council.
The Service will be provided to Adoption Counts, the Regional Adoption Agency covering the adoption services of five Local Authorities: Cheshire East Council, Manchester City Council, Salford City Council, Stockport Metropolitan Borough Council and Trafford Council.
The Contract will start on 1st April 2022 and will run for three years until 31st March 2025 with an option to extend for a further two years until 31st March 2027.
3 THE REQUIREMENTS
To provide Adopter Voice Services covering the following areas

• Adopter Communication - production of all adopter communications, including notifications through all types of media and occasional newsletters. Content for communications aimed at inviting engagement and involvement will be wholly managed by the provider and the RAA will support the delivery of communication to adopters .

• Adopter Voice Coordinators and Adopter Voice Champions. volunteer 'Champions' across England to support existing engagement services. In Adoption Counts an Adopter Advisory Board has been created this is expected to be maintained.
Coordinators and Champions to be recruited using safe recruitment best practice equal to that employed for paid staff. Appointed staff and volunteers receive an induction and training for their role,

• RAA Programme Boards/governance board support: attendance by Adopter Voice representatives at strategic and Operational Boards

• Surveys/Questionnaires. Co ordination of Online surveys and questionnaires to generate responses to specific questions from a statistically significant number of adopters. In particular, these may be used to seek information about adopter experiences of adoption services, to understand adopter perceptions of and knowledge about RAAs and to invite adopters to comment on regional adoption agency proposals. This may be in the form of forums or questionnaires .The provider will design, create, post, collate, analyse and report bespoke adopter surveys and staff will collate, analyse and report the survey/questionnaire responses to inform the project team and governance board; findings will also be shared with adopters.

• On-line forums: The provider will use closed facebook groups to facilitate online discussions. These groups can be used to engage with adopters across the wider area quickly and easily, enabling those unable to get involved with face to face engagements to participate
