Description

This is a call-off via further competition from CCS RM6232 Lot 1C Facilities Management & Workplace Services (Contract Notice Ref: 2021/S 000-027271 published 29 Oct 2021) advertised via CCS e-sourcing portal, under the reference:- project_71768 -itt_73715 published on 5 Feb 2025, tender closed 19 March 2025. Term of contract is 4 years with options to extend for 1+ 1 year subject to Cabinet Office approvals. Contract value shown is for a 6 year term before VAT. Voluntary standstill period observed.
This procurement is for a 'make safe and keep safe' Total Facilities Management (TFM) Services for DfE's managed portfolio of transient properties across England, typically vacant whilst awaiting planning and redevelopment or disposal if surplus. The portfolio ranges from 60 to 80 properties, approaching 400 acres at any time with new properties often requiring rapid mobilisation at short notice across varied locations. Full scope of all services is detailed in the Specification and includes the security, maintenance, building compliance and small works necessary to comply with all Health and Safety legislation obligations.
Requirements include:
• to receive newly constructed schools, post practical completion. The Supplier is expected to manage, monitor, and report on defect liability and snagging periods in such instances, liaising with other DfE contracted parties to achieve best value for money (VFM) from an asset investment for the exchequer.
• to deliver TFM services to live schools in temporary accommodation. Often these schools are newly established, expectation is to share knowledge and expertise in building management and provide robust site documentation and records management to provide a solid property management grounding for the new school.
• the scope will include onboarding and managing any sites where construction may have stalled or failed to secure, make safe and protect the employer's investment and construction to date. A specific brief will be provided in this regard.
• Adhoc minor works/smaller will be required, include (but not limited to) works to improve security, maintenance items e.g., roof or fabric works as well as potential refurbishment or other works packages to enable school occupation, RAAC remediation works previously commissioned. Flexibility to respond promptly and leverage your national supply chain to support delivery is important.
