Description

1.1 The Forest of Dean District Council is seeking to appoint suitably qualified consultants to produce an Economic Viability Assessment report (EVA). The Council requires an EVA to undertake a whole plan viability assessment and viability of Strategic Development Locations to determine the potential level of affordable housing and its different requirements that could be secured against plan policies along with identifying potential Community Infrastructure Levy (CIL) rates that could be applied. It must be compliant with the National Planning Policy Framework (NPPF), the requirements of the Planning Practice Guidance (PPG), and will be used to inform a draft CIL charging Schedule as well as providing viability guidance in respect of possible allocation sites.
