Description

The Whole Integrated Systems Redesign (WISR) is a project to examine the current provision of health and care services on the Isle of Wight, the challenges in delivering them and then set out options to reshape them. The purpose of the review is to make sure health and care services on the Isle of Wight make best use of available resources and continue to deliver excellence for years to come. The Isle of Wight Clinical Commissioning Group in partnership with the Isle of Wight Council, the Isle of Wight NHS Trust has appointed a consortium to lead on this work.

The programme will be underpinned by detailed modelling aligned to in-depth public consultation split into two phases. The first phase - "detailing the case for change" - runs for two months, between March and May 2016. This phase seeks to make the public aware of the challenges facing the Island's health and care services, as well as the opportunities to reshape them. It invites views on the current state of services and asks the public for any changes they might like to see.

Alongside this activity, a programme of co-production is being established, looking at a number of priority areas and inviting people to participate in directly helping to reshape service. The outputs of this phase will then inform the development of a formal consultation that will set out specific options to redesign services on the Island, planned for autumn 2016, although this is subject to NHS England assurance processes.

The WISR project is being carried out through the My Life a Full Life (MLAFL) programme. MLALF is an NHS England Vanguard site and part of the national New Models of Care programme. It is a collaboration of organisations, including the Isle of Wight Clinical Commissioning Group (CCG), the Isle of Wight Council (IWC), the Isle of Wight NHS Trust (IWNHS Trust) and One Wight Health (a GP membership organisation), who work in partnership with the voluntary sector to fundamentally change and improve the lives of people on the Island. My Life A Full Life aims to provide for people's individual needs to enable them to take control of their lives and plan for their future health and social care needs. This work is currently based on the partners' five year vision for integrated health and social care on the Island.

This invitation for expressions of interest is published as part of the preliminary market engagement exercise being carried out to inform the WISR project. Its publication does not commit the commissioners to carrying out any subsequent procurement exercise in any form. However, in the event that the commissioners do carry out a subsequent procurement, participants should note that a procurement of NHS commissioning contracts that has been commenced through the publication of an advertisement for expressions of interest as at this date will not be conducted under the Public Contracts Regulations 2015. In relation to any subsequent procurement, the publication of this notice does not indicate that the commissioners are binding themselves to follow any particular process under the Public Contracts Regulations.
No potential participant will be disadvantaged, in relation to a subsequent procurement, through not taking part in this market engagement exercise.
