Description
On Wednesday 22 January, North London Waste Authority (the Authority) is holding a Market Information Day (MID) for contractors interested in bidding for works associated with the delivery of the Energy Recovery Facility (ERF) at Edmonton EcoPark.
The works to be carried out by the contractor shall include:
(i) the energy recovery facility which is made up of 2 identical process lines each comprising combustion unit, boiler and flue gas treatment system with a common turbine/generator/condensing system and all auxiliary systems;
(ii) all civil engineering, buildings, architectural treatment, utilities connection, landscaping and other site works;
(iii) ERF weighbridges and ancillary offices;
(iv) transport offices, workshops and parking for on-site operational vehicles;
(v) fuelling area and equipment;
(vi) oil and fuel storage;
(vii) vehicle wash;
(viii) administration/operations offices and staff facilities;
(ix) windshield and flues;
(x) cooling condensers;
(xi) raw water pre-treatment plant;
(xii) ERF fire water tank and associated fire protection systems;
(xiii) electrical substation, works and connections;
(xiv) gas compound, works and connections;
(xv) other utility connections including communications and water;
(xvi) workshops, stores and maintenance contractors area;
(xvii) Waste Water Treatment Plant and Associated Works.
The contractor shall deliver all design, engineering, procurement, construction, commissioning, testing, operator training and handover requirements for the new ERF including all buildings, infrastructure and works. The NLHPP is a programme of works to be carried out for the Authority at its 'EcoPark' site, in Edmonton, London N18 3AG. The works are the fundamental component in the delivery of the NLHPP and associated works at the Edmonton EcoPark pursuant to a development consent order granted to the Authority on 24.2.2017. The site for the works, Edmonton EcoPark, is an operational waste management site where LondonEnergy Ltd (LEL), a private company wholly owned by the Authority, operates an existing Energy from Waste (EfW) facility. LEL will maintain normal operation of the EfW facility at all times during construction and commissioning.

The Authority will use the MID to engage contractors by explaining the opportunities associated with the works and invite views from interested contractors for the delivery of the ERF and associated works as set out in this notice. The Authority will give a presentation on its proposals for the NLHPP and the works and the event will be broadcast simultaneously online. There will be an opportunity for attendees to ask the Authority questions and provide feedback on the proposals in open forum as well as opportunities for one-to-one sessions pre-arranged by the Authority before the MID. Interested contractors that would like to attend the MID should register by completing the attendance in person or via webcast and one-to-one meeting request form which is available on the Authority's website (http://northlondonheatandpower.london/market-information-day-application-form/). All completed forms must be submitted no later than 17.1.2020 at 16.59. The venue for those attending in person and access details for those attending online will be communicated to contractors that express an interest to attend. Following the event, the presentation will be made available on the website and interested contractors (whether or not they attended the event) may send feedback and/or seek clarification on the Authority's proposals for the works. Attendees will be sent a questionnaire after the event which will invite feedback on specific aspects of the works. The questionnaire will be available on the website. The deadline for providing feedback and asking questions is 31.1.2020 at 23.59. Written feedback provided by contractors will be treated as confidential by the Authority and will not be shared with other contractors. The Authority's answers to questions, whether given at the MID or subsequently, will be collated and made available on the website with the contractor's name redacted. If a contractor wishes the Authority to treat an answer to a written question as confidential, it must state this when asking the question. If, in the opinion of the Authority, the question is not confidential, the Authority will inform the contractor which will have an opportunity to withdraw it. If the question is not withdrawn, the answer will be made available on the Website. A list of companies attending the MID (including contact details) will be included within the tender documents (subject to appropriate consent being received from attendees). The Authority intends to hold one or two further market information events and the date or dates will be notified through the website. Interested contractors should continue to monitor the website for updates on further market information events. If required, the Authority may request one-to-one meetings with contractors closer to the start of the procurement.
