Description
Procurement Overview:
The Council is now seeking to procure an experienced and qualified operator to manage the Civic Halls and the Council's preferred deal structure is a long term lease arrangement. This is an exciting opportunity for an organisation to partner with the Council.
The vision for the project is as follows: "To be a prestigious multifunctional venue, enabling generations of Wulfrunians, and fans across the globe to share unforgettable memories with world-renowned performers, boosting the local, regional and national economy."
Requirement Background:
The Grade II listed Wolverhampton Civic Halls, built in the late 1930s, is the largest live event venue in the Black Country, and is owned and currently managed by the Council.
The Civic Halls is now closed with the venue currently undergoing a £38.1m renovation programme, which commenced in 2017.
Contract Value:
The estimated total value of the contract based c£20 million and is based on a commercial offer for the maximum possible term consisting of a variety of payments by the operator to the Council e.g. annual rent, gain share etc. The Council are open to proposals based on the structure as set out in the procurement documentation.
Contract Duration:
Whilst the contract duration within the notice states 480 months i.e. 40 year period if an alternative solution is proposed by a bidder that is deemed either operationally and/or more commercially viable the Council may accept this offering.
This is a two stage procurement that will be undertaken as follows:
1. Standard Selection Questionnaire (SSQ) - This is the selection stage whereby prospective bidders will be able to submit a response accordingly via the Due North system.
2. Invitation to Participate (ITP) - Following the evaluation of SSQ responses those submissions who are successful in progressing on to the ITP stage will be able to access the documentation and subsequently submit a response via the Due North system accordingly.
