Read: The Council's CCTV system currently uses 119 analogue cameras, most of which transfer data by way of fibre optics. An additional 37 use wireless technology. The system operates 24/7 and is generally single staffed (double staffed for busier shifts). The cameras cover public areas and council properties, and some are monitored for third party customers. Recording is by way of digital hard drives. The control room is based within City Hall.
The CCTV infrastructure is, in many cases, dated, and in recognition of this, and the fact that camera and analytic technology has moved on significantly in recent years, with more advances in the pipeline, the decision has been taken to upgrade the system, and to take the opportunity to review and improve coverage where possible.
Creative, innovative solutions are sought, to modernise and future-proof the equipment and technology used, to make savings on running costs and to maximise income opportunities. The successful contractor will be required to design and develop the scheme, working alongside the Council. The contract is expected to include essential deliverables and optional extras, subject to funding and business case / payback period.
The Contract will be let for an initial period of seven years, intended to commence on 1st April 2016, with an estimated 'go-live' of the new system and maintenance contract on 1st August 2016.
Other additional information: The contracting authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs). However, any selection of tenderers will be based solely on the criteria set out for the procurement.
