Description
The Office of the Kent Police and Crime Commissioner (OKPCC) is committed to providing a quality first class service of restorative justice (RJ) practices which will link in to the existing commissioned victim's services and support the long term recovery of victims of crime in Kent.
Historically, RJ has been commissioned by Kent County Council and the management of the service provider has been collectively delivered by members of the Kent Criminal Justice Board (KCJB). From 1st October 2016, Kent PCC took over direct responsibility for RJ and provided a one year interim service for adults and youths, both of these grants will come to an end 30 September 2017, with the new commissioned service provider to start delivering a longer term service from 1 October 2017. The victim services grant provided to PCCs by the Ministry of Justice (MOJ) includes the ability to commission victim initiated and pre-sentence RJ locally.
The future vision for Kent is to provide an RJ service which is supported by colleagues from across the criminal justice system and is accessible to both adults and youths, victims and offenders in order to reduce the initial effects of crime on victims, enable them to cope and recover from the crime as well as encouraging offenders to understand the effects of their actions and support in preventing further reoffending. The Kent RJ model will look to
•Reduce the harm caused to individuals and communities as a result of crime,
•Support victims long term recovery,
•Support offenders to understand the effect of their actions
•Restore confidence in the CJS.
This service is not limited and it is expected that it will evolve through the lifetime of this contract. The provider will therefore show openness to change and an ability to identify new and emerging trends and embrace innovation in collaboration with the OKPCC.
It is intended that the service will be for a period of 3 years with an option to extend by up to 3 years in one year extensions (subject to funding and at the sole discretion of the Contracting Authority).
The annual funding for this service is set at a maximum of £200,000 for Year One. The funding for this service is drawn from a victim services grant which is provided to Police & Crime Commissioners (PCCs) by the Ministry of Justice (MoJ) which is currently a 12 month grant settlement. Therefore, there is no confirmation of grant beyond 12 months and there is a potential this figure, for the subsequent years of the contract may vary. However, the total funding provided for this service will not fall below £100,000 and you will be provided with sixty days' notice of any change in funding level prior to the start of the new year.
The OKPCC is procuring the RJ Service as a social service under the Light Touch Regime (as defined by the CPV code(s) listed in Schedule 3 of the Regulations) and in accordance with Regulations 74 - 77
