Description

To provide Conservation Support Consultancy services in support of the Hull City Council scheme to improve, restore, and conserve the heritage of Beverley Road, Hull, which is a major thoroughfare running North from Hull city centre. This forms a part of the larger Beverley Road Townscape Heritage Scheme.
The requirement for the role of the Conservation Support Consultant is to provide additional conservation support for a minimum of 2 days per month, on average, (with a minimum contract expectation of 84.5 days) for the remaining expected lifetime of the Beverley Road TH Scheme, completing in late 2020.
The Conservation Support Consultant will be required to undertake and to fulfill a variety of roles, including the following:-
• Ensure that all conservation projects, which are submitted to the Townscape Heritage Team, meet the necessary conservation objectives and quality standards required.
• Provide all necessary information to property owners / applicants within the conservation area regarding the heritage significance of their building(s) and proactively inform them of their statutory obligations and responsibilities.
• Provide design and conservation advice on planning applications submitted by potential grantees.
• Undertake site visits to inspect and advise on specific conservation works funded through the Townscape Heritage Scheme as necessary, both in progress and post completion, to ensure the necessary conservation standards are met.
• Produce reports as required on inspection findings.
• Produce formal reports as required for the Programme Board.
• Liaise with the Hull City Council (HCC) Conservation and Planning Control Section re: planning and listed building applications within the Beverley Road Townscape Heritage area to ensure a consistency of approach.
• Certify Beverley Road Townscape Heritage grant claims against the original assessment of eligibility and ensure adherence to conservation / quality standards.
• Review the effectiveness of existing statutory measures in enforcing the objectives of the Beverley Road Townscape Heritage Conservation Strategy as necessary and advise on the need for any additional controls, guidance or information to control inappropriate development.
• Liaise with the Beverley Road Townscape Heritage Team and Hull Planning on the need for enforcement action such as Urgent Works Notices, Repairs Notices, Advertisement and Discontinuance Notices, etc. on buildings of strategic importance to the Beverley Road Townscape Heritage Scheme.
