Description

This project is part of a wider Binned Waste Programme commissioned by Defra. The programme aims to provide data to evaluate and underpin a binned waste Fees and Payments Calculator model that is in development by Defra to determine the costs for LAs management of binned packaging waste. These costs will be combined with the other costs in scope of pEPR, calculated by alternate Defra models, to ascertain the reimbursable costs which will result in fees payable by obligated producers and the total amounts that will ultimately be payable to LAs.

The aim of this project is therefore to create a robust baseline upon which we can improve our knowledge about the weight and composition of packaging waste in street litter bins managed by LAs.

The objective of this project is to be able to use this initial baseline of data to underpin the fees and payments calculator for binned waste which can form a basis for continuous improvement and to help support our policy work on ground litter.

A contractor is needed to design and deliver robust data on the amount and types of packaging waste placed in street bins managed by Local Authorities (LAs) in the UK.
Specifically, data on the:
• Weight
• Composition
• Number - of certain 'commonly binned items
• Cleanliness
