Description

NHS England Cumbria and North East propose to commission a new NHS dental services Contract (Personal Dental Service Agreement) within the Throckley area of Newcastle.

The overall aim is to provide a high quality, value for money, patient centred general dental service to the population of Throckley and surrounding area. The service will promote the importance of good oral health and provide general dental services for the relevant population. Services will be marketed to attract all sections of the population.

The contracting authority will develop the service model to incorporate the Public Services (Social Value) Act 2012, specifically:

• How what is proposed to be procured might improve the economic, social and environmental well-being of the relevant area. (Area is the geographic area for which the procurement is taking place)
• How, in conducting the process of procurement, it might act with a view to securing the improvement.

A bidder event will be held on Wednesday 09th December at 18:30hrs at NHS England Cumbria and North East Waterfront 4, Goldcrest Way, Newburn Riverside,
Newcastle upon Tyne, NE15 8NY. Bidders will be provided with an overview of the aims and objectives of the new service and an overview of the tender documentation and procurement process. Further information regarding registration for this event can be located within Document 1 of the tender documentation.

North of England Commissioning Support (NECS) is utilising an electronic tendering tool to manage this procurement and communicate with potential providers. Accordingly, there will be no hard copy documents issued to potential providers and all communications with NECS, including your submission, will be conducted via the portal - https://In-tendhost.co.uk/necs hosted by In-tend, the managed service provider for the NECS e-tendering system. The basic principles of the open procurement route will be used for this procurement to test the capacity, capability and tehcnical competence of bidders in accordance with the Part B regime of The Public Contracts Regulations 2006 (as amended). Regulation 120 of the Public Regulations 2015 provides for a temporary exemption for NHS healthcare procurements before 18 April 2016.
