Description
Health Education England (HEE), in partnership with Health Education and Improvement Wales (HEIW) and the Northern Ireland Medical and Dental Training Agency (NIMDTA), has a requirement to procure an integrated e-portfolio service for the NHS Dental Foundation and Core training programmes in England, Wales and Northern Ireland.
Most NHS Dental training programmes in these countries are currently using (different) e-portfolios. Through this procurement we intend to unite the programmes and their (initially) approximately 2,000 trainees (plus trainers and administrators) onto one e-portfolio platform that fits our specification as closely as possible. As this procurement is for an off-the-shelf e-portfolio system rather than a bespoke commission, we fully appreciate that not all of our high priority requirements may be available in one system and that there will inevitably need to be an element of compromise involved in the selection and implementation of the system. Nonetheless, we intend to be guided in our decision-making by the extent to which systems can meet our highest priority user needs.
We are currently canvassing opinions and scoping general ideas to identify how we can best meet the above aims through a request for information (RFI) process. Our specification is relatively complex and extensive, based on a number of years of experience using current and previous e-portfolio systems to support these training programmes. We need to provide an unbroken e-portfolio service for our users but are willing to consider some changes to the way we provide that service.
We will use the information gathered in this process to compile a set of frequently asked questions/frequently raised issues, which we will address at the workshop. This will provide an opportunity for potential providers to find out more about the aims of the tender and contract, the process involved as well as details of our requirements and how we intend to go to market following the RFI. HEE will use the opportunity to gather intelligence from providers which may influence the final tender.

It is the intention of the commissioner that the procurement will be conducted as on OJEU Service Contract using an Open Procedure under the Public Contracts Regulations 2015. The ITT is expected to be published in February 2019, with contract mobilisation to commence from September 2019 and full roll-out in September 2020.
A separate advert will be released advising when the procurement is live for submissions.
