Description
The overarching aims of this research are to: (1) enhance understanding of the effectiveness of the EMFF grant scheme, as administered in England, in delivering environmental benefits; (2) assess and understand the actual environmental impacts of the English EMFF grant scheme.
This work forms an important part of Defra's evidence-gathering, and a key driver for this is to contribute towards setting the baseline to inform Defra's thinking and policy development on how to best support the seafood sector, in line with the grant-making powers proposed in the Fisheries Bill.
An Evaluation of the Environmental Benefits Delivered Via the European Maritime and Fisheries Fund (EMFF) In England (2014 - To Present)
This invitation to tender is for an environmental performance evaluation of the EMFF grant scheme. We anticipate that an evaluation in this area may include such elements as:
1. Identification/review of current criteria used for allocating EMFF spend across all six Union Priorities for environmental merit. As part of this review, linkages between the EMFF OP and the 25 Year Environment Plan should (where possible) be set out.
2. Identification of the strategic gap in England that EMFF funding seeks to address, i.e. what does EMFF uniquely deliver that other existing funding streams or mechanisms could not in terms of environmental benefits? What is the size of that gap in England?
3. Assess the effectiveness of projects successfully funded since the establishment of the EMFF (i.e. have they resulted in positive environmental change?)
4. Conduct engagement to seek input from the stakeholders in the marine environment and fisheries sectors to assess the extent to which existing criteria and bids are/have been effective in improving the marine environment, habitats and species.
5. Develop a select number of case studies that illustrate various ways that the EMFF scheme has been used to deliver environmental benefits, and how those benefits have been captured, measured and reported upon .
6. Review the reporting requirements to ensure that projects are adequately supported for their duration, as well as delivering good value for money. Evaluate criteria for measuring success - what could be improved?
7. Identify and provide an analysis of the lessons that can be learnt from the English experience of the EMFF in terms of delivering environmental benefits. This should be wide ranging but provide a particular focus on lessons that could have a bearing on future funds and their design

- you can now use the "Messages" function to communicate with the buyer and seek any clarification,
- note the deadline for completion, then follow the onscreen instructions to complete the PQQ/ITT,
