Description

Supported Housing For Complex Needs

The Royal Borough Of Kensington & Chelsea are seeking to procure a contract for accommodation for the socially excluded. The service comprises 17 accommodation-based sites with 157 bed spaces in the north of the borough. It will retain the existing tenants therein. The service will be operating from a hub that will provide a 24/7 waking night service and a day/night concierge to operate across the service.
This service is a preventative homeless service, it is for adults aged 18 and over with housing and support needs. The service is for the provision of safe, accommodation-based housing support services for people who are deemed to be socially excluded this includes:

- Single homeless people with support needs
- Rough sleepers or former rough sleepers
- Offenders or ex-offenders
- Refugees
- People with substance misuse needs
- People with multiple needs, including mental health needs
- People with challenging behaviour(s).

Housing related support services aim to develop or sustain an individual's capacity to maintain their accommodation and live independently in the community. These adults may be leaving institutional care such as hospital or prison, be street homeless, threatened with homelessness or living in accommodation that is not meeting their identified needs. The service will also be used as a 'step up' or 'step down' from other supported accommodation, where appropriate.

This service will incorporate new service model. This model will endeavour to put the client's needs and aspirations first. RBKC has developed a new practice framework from which support providers can devise a new model. The Supported Housing Commissioning Team would like to call this - the Supportive Relational Model (See draft Service Specification).

The contract length is 5+2 years. Please assume that, pending performance, RBKC shall award for the 7 year length of the contract.
