Description

This notice is placed as a Prior Information Notice with regards to Liaison and Diversion (L&D) services in Surrey.

At present, it is intended that NHS England South (South East) will be inviting providers to bid for the above service in June 2019. The service commencement date will be 01 April 2020, with a likely contract length of 3 years, with the option to extend for a further 3 years (3+3).

The aim of the L&D Service is to provide early intervention for vulnerable people (adults, children & young people) as they come to the attention of the criminal justice system. The service will provide a prompt response to concerns raised by the police, youth offending teams, court staff or any other referral process (including self-referral), offering critical information to decision-makers in the justice system, in real time, when it comes to charging and sentencing. The service will also act as a point of referral and follow-up for service users, to ensure they can access, and are supported to attend, community treatment and rehabilitation appointments.

At this time, NHS England would like to determine the potential level of provider interest from all sectors.

An engagement event will be held prior to tender publication, during W/C 13th May 2019. The event is likely to be hosted via WebEx and will give providers relevant information relating to commissioning intensions and the procurement process. Further details of the event including WebEx details, date and time will be provided to those who express an interest.

The commissioner may also consider provider 1-2-1 meetings (via telephone conference) if deemed necessary and if considered to add sufficient value to the process. At this stage there is no guarantee further meetings will take place.

Publication or response to this notice does not commit NHS England or respondents to award any contracts, or indeed to any future procurement.
