The contract is scheduled to commence in May 2019 and complete on 30 October 2021.

The programme commissioned will principally involve employing and effectively deploying Specialist Intervention Workers to provide in-depth personal and employment focused support to caseloads of young people (aged 15-29 years) with significant barriers and support needs. The aim will be to progress these young people into positive outcomes including further education, training and sustainable employment. Within the contract there will be a particular focus on working with those at risk of offending and with those leaving local authority care. In addition the contracted provider will support looked after children (aged 16-18).

The selected provider will have experience of successfully delivering similar programmes which can demonstrably be applied in the Birmingham setting and will need to evidence they can mobilise the contract within a tight timeline. The provider will also be required to embed staff within West Midlands Police stations (to respond to referrals from Neighbourhood Police teams and Police offender management teams), and local authority linked services through the Birmingham Children's Trust (including Youth Offending Service, Children in Care and Care Leaver Service). Throughout the contract there will be strong emphasis on working in partnership with a range of delivery partners and other agencies to create effective and seamless progression pathways for the young project participants.
