Description
Cornwall Council (the Authority) is currently working on a major programme for the commissioning of the Authority's future Waste and Recycling Collection, Street and Public Open Space Cleansing services throughout Cornwall that will deliver a cost effective and enhanced performance Contract in line with the Authority's objectives for reducing waste and increasing recycling rates.
For that reason the Authority is keen to explore certain elements of the proposed new Contract, and solutions that may be currently available in the market, for these services.
The Authority is therefore conducting a soft market assessment to explore these elements and better understand the business, technological and innovative solutions that are available. In addition, this will allow the Authority to gauge the level of market interest, and on what terms solutions can be delivered.
The current outsourced contract for 'Waste and Recycling Collection, Street and Beach Cleansing Services' will terminate on 31st March 2020, with the new contract anticipated to commence on 1st April 2020. It is envisaged this contract will have an initial term of eight (8) years with provision to extend by a further two (2) years, with the estimated term value of the Contract between 20 000 000 GBP per annum and 22 000 000 GBP per annum.
Waste collection services within the new Contract may include but are not limited to, collection of household wastes such as; residual; dry recycling; food; garden; bulky; and clinical. The collection service will also include the Authorities' office/commercial waste; and, to the extent requested under Section 45(1)(b) Environmental Protection Act 1990, commercial waste. Street and public open space cleansing and associated services may include but are not limited to manual cleansing; mechanical cleansing; fly tipping removal; flyposting removal; graffiti removal; dead animal removal; litter bin emptying and dog bin emptying; and an element of environmental enforcement.
The estimated date of publication of the contract notice is 3rd July 2018 and it is anticipated that the Authority will be using the competitive dialogue procedure.

As a result of the completed questionnaires, some potential providers may be invited to soft market engagement sessions to discuss their proposals with key Authority representatives. It is anticipated these sessions will be held between 20th February - 23rd February 2018 inclusive.
The Authority reserves the right to limit the number of potential providers invited to these engagement sessions. However, this does not mean that potential providers not invited to attend such a meeting will be excluded from the procurement at that stage.
