Description

The National Infrastructure Commission ("NIC") is an executive agency of the Treasury that enables long term strategic decision making to build effective and efficient infrastructure for the UK.

The purpose of this requirement is to appoint an external provider who will deliver the following:

1 A tool/calculator that provides estimates in land value uplift following from changes in land purpose or infrastructure improvements. This tool should:

a. be as detailed and comprehensive as possible by, for example, providing estimates for differentials in land value changes across locations at the lowest geographical level possible as well as for all different types of mechanisms or broader reforms in place;

b. be flexible to allow to appraise the impact of alternative mechanisms or to easily incorporate relevant policy changes; and

c. comprise a sensitivity analysis to allow for potential deviations in the estimates of land value uplifts that can arise due to the uncertainty they are subject to.

2 A rich and extensive database that gathers information on the value and designation (change in land use) of land and how this has changed over time, ideally at the lowest possible geographical level. The data and the model should be provided either in Excel (preferably) or Stata formats only.

3 Extensive model documentation to allow the NIC to use the model independently of the Provider. This documentation should include clear and simple guidance that will allow the NIC as end-user to operate the model, as well as a clear explanation of the model structure and logic, its methodology, underlying assumptions and limitations; inputs required and outputs expected.

How to apply Instructions to Potential Providers:

Potential Providers must first be registered on the Crown Commercial Service e-Sourcing Suite in order to respond to the Procurement. If you have not yet registered on the e-Sourcing Suite, this can be done online at https://gpsesourcing.cabinetoffice.gov.uk by following the link 'Register for CCS e-Sourcing'.

Please note that, to register, you must have a valid DUNS number (as provided by Dun and Bradstreet) for the organisation which you are registering, who will be entering into a contract if invited to do so at the Invitation to Tender stage. Crown Commercial Service will then process your registration and assign your organisation to the opportunity. The registered user will receive a notification email to alert them once this has been done.

It is advised however that Potential Providers register as soon as practically possible in order to receive the Invitation to Tender and have a sufficient amount of time to respond. Crown Commercial Service is not able to offer any extensions to the advertised procurement timetable.
