Description

We have already made substantial strides in terms of personalisation. To ensure that all providers of care and support in the home are subject to a consistent contractual basis, we are now inviting expressions of interest from suitably qualified and experienced organisations to provide Home Care and Crisis Intervention Services.

The service provider
The service provider will be expected to deliver a flexible and person-centred service to individuals living in Barking and Dagenham both for long term Home Care and short term Crisis Intervention. Service providers will be experienced in providing Home Care Services that meet the needs of a diverse adult client group, ensuring rights to independence, choice and dignity are promoted and maintained. The intention is to award to multiple providers that the Council will then be able to allocate new packages of care that are allocated post 1 April 2015.

Once a provider is successful with the tender process they will be added to one or both of the provider lists dependent on which they applied for. Once the contract is in place new care packages will be allocated to providers from the lists. Whilst the Council will endeavour to ensure a reasonable distribution of work to successful tenderers, care packages will be planned based on the needs of Service Users and in some circumstances based on providers track record of successful delivery of outcomes

Care packages to be allocated will include new clients, existing clients who have been reviewed and found to need a change in their care package and existing clients who have expressed a desire to change provider.

It is the Council's intention to award a number of contracts for a contract term of 3 years with an option for the Council to extend the contract for a further period of no more than 2 years (full contract term up to 5 years).

Expressions of interest
Interested organisations must demonstrate a past track record of experience in delivering similar services. Organisations should have a proven track record of innovation and high quality service delivery, and in particular the Council would like to see experience of delivering similar services. Your organisation will be registered to provide the appropriate categories of services under Care Standards Regulations 2009 and meet the essential standards as set out by the Care Quality Commission.

You will need to demonstrate that the organisation has the capacity to develop services in partnership and respond to changes that are sought. You will also have extensive knowledge and experience of developing and managing home care packages, including from people who purchase support through individual/personal budgets. Organisations must have extensive experience of managing change, working in close partnership with service users, families and carers, staff and commissioners.
