Description
We are seeking a contractor to undertake the evaluation work of the Tees Valley Festivals 2021 Recovery Fund programme, assessing the economic and social value of 17 funded festivals for Tees Valley with particular consideration of contribution to the region's recovery from the impacts of the pandemic which will include:
• Development of a Logic Model which will articulate the full costs and benefits of the Programme of festivals.
• Development of a Monitoring and Evaluation Framework which will identify the key metrics to be analysed, the method and frequency of measurement and confirm the relevant roles of the Combined Authority, delivery partners and the Evaluation Team in the collation of key management information and impact data;
• Data collation and analysis (including building capability and capacity in delivery partners in the collection of management information);
• Development of an evaluation report which will provide a summative and formative function, i.e. capturing the full impact of both individual festivals and the entire programme and through the development of case studies, a list of recommendations which can be utilised to inform subsequent programme delivery.
• Presentation of findings in the form of a report and face to face presentation to stakeholders.
