The purpose of this project is to survey and understand the complexity of the NOC workforce, and the pay issues, then make recommendations on:
• An effective job family structure for NOC, including a map of the potential career pathways;
• A broad skills/competency framework to support the job family structure, which can be aligned with market pay rates;
• The benefits for NOC in implementing this structure, and what risks may exist;
