Description
Works are required to reduce the potential for harm to trespassers and authorised users from the excavation of buried metals and uneven surfaces at the Former IMI James Bridge Copper Works, Darlaston, Walsall. Currently, trespassers are able to enter the site through broken fences and scavenge metal (slag) buried in the ground. HCA wish to quickly undertake management works to reduce the means of access to the site and stabilise the surface of the site, covering any slag materials. Previous investigations have shown the slag materials to have very low levels of ionising radiation. The HCA is seeking to appoint a competent Contractor to improve the safety and security of the Former IMI James Bridge copper works. The works comprise two principal activities:
Repairing and replacing the site boundary fence - fencing at the boundary is not secure. The chain link fence has previously been repaired but several large openings currently exist for pedestrian access. To prevent the possibility of trespass, this boundary fence, where it remains shall be removed, and replaced with a new 2.1m high general purpose steel palisade fence with additional security measures and security fence fixings specified for improved resistance to vandalism. The existing gate currently locked in an open position located within the motorway underpass shall be removed and replaced with a new lockable palisade gate to prevent access to the West side of the motorway.
Placing slag and asbestos below ground and re-compaction of surfaces - at several locations of the site, and particularly an area in the north west of the site, the concrete floor slab is not present to cover the underlying ground. At these locations slag waste is exposed and also potentially asbestos containing materials are located at the surface. The works will require the removal of visible fragments of asbestos containing materials by hand for disposal at a licensed facility. Slag materials are to be collected by means of mechanical excavator and placed below the installation of a cover system achieved through the import of sufficient volume of recycled aggregate to enable a cap to be laid over all of the soft surfaces. Recycled aggregates imported to the IMI site must comply with the WRAP protocol for recycled aggregates. Works are notifiable under CDM 2015. A Principal Designer has been appointed by the Employer.
The minimum level of Public & Employers Liability insurance cover needed for this Contract is £10 million and £10 million respectively.
Former James Bridge IMI Copper Works will be available for viewing during the Tender. Suppliers must visit the site prior to pricing the works and will be required to confirm this within the Tender return.
Works are expected to be have commenced on site by 3rd August 2015, subject to Planning Approval

Suppliers wishing to deliver these Works must be licensed by the HSE and also be members of the Asbestos Removal Contractors Association (ARCA). In addition to ARCA we also recognise ACAD (Asbestos Control & Abatement Division).

The contract will be subject to English law. Tenders and all supporting documents must be priced in GBP and all payments under the contract will be made in GBP.
