Description

Health Education England Midlands and East Workforce General Practice Nursing Alternative Education Programme Evaluation

To determine compliance and report on workforce impact, return on investment and determine the approach for sustainability, Health Education England invites expressions of interest from suitably qualified and experienced providers.

Summary Evaluation Aims and Objectives
The evaluation will provide valuable insight into effectiveness of the approach and how best to deliver the approach in STP's throughout the region and the rest of the country; making recommendations as to the standard key steps and deliverables to be achieved in each setting.

The output of the evaluation will also reflect findings to detail
• Return on investment in terms of positive impact upon the existing workforce and General Practice,
• Impact of participant learning, as a result of education and training and the experience of students and colleagues in the Primary care setting,
• Sustainability of the approach and how to effect that (see paragraph above).
• Impact of workforce and service provision across Primary Care

Note, due to the nature of the pilot and the innovative structure of the programme in the equal partnership of STP, NHS E and HEE, the evaluation approach will be subject to review and adaptation, according to the experiences of the STP involved and HEE requirements to accommodate those.


The evaluation will be expected to report on:

• Engagement: The level of engagement from and between participating Employers (and Clinical Supervisors), Higher Education Institutions (HEI), students and patients, in developing and delivering workforce transformation.

• Return on Investment: Achievement of any measurable benefits over standard education and training and other workforce models

• Sustainability: The extent to which these transformation programmes have been embedded and supported by participating employers and any challenges with respect to integration into existing organisational and clinical models in addition to wider system transformation. Has this approach been challenged? If so, why and who by?

• Adoption and spread: Lessons learned and detailed analysis of issues encountered and their resolution. The identified elements of the approach that are fundamental to its implementation and those elements of the approach that it is feasible and tenable to tailor to the local provider's environment and needs. What is the road-map for the future delivery of the GPNE approach? What is vital to maintain and what can be changed whilst still maintaining a similar standard and quality of outcome?
