THIS IS NOT A CALL FOR COMPETITION

Westminster City Council (WCC) is conducting a Request for Information (RFI) exercise to gain a better understanding of capacity and appetite of the market to deliver Complex Occupational Therapy (OT) Services.

Please note this is not a call for competition and as such potential providers will need to express an interest in any future tender opportunity once a contract notice is published on Find and Tender Service and on Contracts Finder.

Strategic vision

Good quality Occupational Therapy (OT) can help people of all ages to improve their abilities to perform day-to-day tasks and help individuals who may be struggling mentally, physically, socially, or emotionally to regain key skills and facilitate independent living, preventing long term care; a key tool for Adult Social Care in meeting its ambitions around prevention and early intervention.

The vision for the Complex OT service is to deliver high-quality provision, where residents are enabled to live healthy and happy lives to the fullest, in ways they choose.

Service model

Complex OT in WCC has been outsourced since 1998. The Council is looking for a Complex OT service (including digital technology and administration) to all eligible residents in WCC; working with the Council's Principal OT, as part of an integrated pathway of early intervention and prevention alongside other agencies e.g. Home Improvement Agency, Community Independence Service, community equipment and NHS.

It is envisaged that this contract will be for an initial 3-year term, with two extension periods, each of two years, with a maximum activity-based indicative budget of c£2,450,000 for the total contract term including extensions. Based on activity data, over the last 2-years there have been between 800 - 1000 referrals per annum. While it is not expected that the number of referrals will increase, it is likely that the complexity of referrals will; therefore, the Council will be looking for innovative solutions in service delivery to ensure continued value for money and sustainable outcomes for residents to maximize independence.

Key expectations and deliverables:

- Qualified Occupational Therapists to undertake assessments and delivery;

- Collaborative working with the Council and other agencies to ensure continuous improvements and efficiencies across the whole service user experience, to include Taxi Card assessments;

- Effective communication with the Council and other agencies via a range of methods (e.g., co-location within Westminster City Council buildings and shared systems);

- Adhere to a common set of working standards, processes, and pathways;

- Monitoring and reporting of service delivery outcome, KPIs and trends for improving health outcomes;

- Utilising the Council's Mosaic Case management system as a single source of information. The Council will provide the relevant equipment.

- Contributing to the priorities identified in the NHS Long Term Plan.
