Description

Training Standards
In 2013 MIND Published Mental health crisis care: physical restraint in crisis A report on physical restraint in hospital settings in England June 2013.
One of the report recommendations related to capturing data around use of restrain another related to standards in particular "For Government to establish national standards for the use of physical restraint and accredited training for healthcare staff in England. The principles of this training should be respect based and endorsed by people who have experienced physical restraint"

Following this report, a significant amount of work around accreditation took place but there was no formal agreement to Training Standards or Accreditation. We have been able to build upon the work that has been in train for several years and the National Restraint Reduction Network (RRN) , Chaired by Professor Joy Duxbury were commissioned to develop national training standards for restraint reduction.

The standards have been consulted upon widely and agreed by the Training and Accreditation workstream and provided (Appendix 2) for sign off (subject to and technical amendments required by UKAS), prior to seeking endorsement from stakeholder organisations.

The Restraint Reduction Network (RRN), a group previously funded by DH, hosted within the British Institute of Learning Disabilities (BILD) was asked to consult widely with the sector, establish and agree training standards and an assessment / certification scheme. This builds on the work BILD have done to develop standards (initially with DH) and "accredit" training providers since 2000. The standards and scheme are owned by BILD and will be signed off by the programme's strategic oversight group.PROJECT SCOPE:
HEE invites proposals from suitably qualified and experienced bodies to pilot a process of certification of training complying with the Restraint Reduction draft training standards with a range of restraint training providers in mental health and learning disability units.

Aim:
1 Develop and pilot a pilot scheme and criteria for testing the RRN draft training standards.
2 Report and make recommendations on the training standards in regard to:-
a. Clinical suitability
b. User experience (training commissioners, providers, recipients and people and families in recite of services).
c. Achievability
d. Reliability and
e. Validity

Objective:
• Establish and maintain a working relationship with the Programme Partners
• Work in co-production with people and families in receipt of services along with stakeholder groups and organisations
• Recruit training providers from a range of training providers providing training into NHS and NHS commissioned services within mental health and learning disability services.
• Establish working group to establish pilot scope and parameters
• Establish clear pilot evaluation criteria
• Produce reports, recommendations & influence the final draft of standards & scheme
