Description

GMCA is seeking a supplier to evaluate the implementation and delivery of the Greater Manchester Good Landlord Charter (GLC) over a three-year period. The Good Landlord Charter is a voluntary scheme for landlords who want to commit to higher standards than they are currently required to by law. All landlords (both social and private) across the ten Greater Manchester local authorities are able to apply to be part of the Good Landlord Charter. It will be the first such scheme in the country open to all landlords, no matter whether they are private or social landlords, big or small and is managed by an Independent Implementation Unit. The GLC has seven characteristics and 21 associated criteria relating to what is a good landlord.
The Implementation Unit started operating at the end of 2024 and is in the process of setting up.
The purpose of the evaluation will be to evaluate the following:
1) How the implementation and delivery of the GLC have met its objectives.
2) How the implementation and delivery of the GLC has delivered against each of the GLC criteria and characteristics.
3) The experiences of landlords, tenants and stakeholders in relation to the GLC.
4) Barriers faced and lessons learnt in the implementation and delivery of the GLC.
It is expected that the evaluation of the GLC will use mixed methods, the evaluator will be required to work closely with the Implementation Unit and the GMCA to agree on data collection and processing.
