Description
Youth Custody Service with the support of Ministry of Justice Apprenticeships team has identified a gap in the current qualification offer to staff. Would like to move to an apprenticeship offer. Teaching and learning capability is a key priority for YCS and there is currently no apprenticeship on offer to fill this learning gap when the current provision ends.
Executive Director for Youth Custody Service Helga Swidenbank, has asked HMPPS to support YCS to deliver an apprenticeship offer which is chid focused and will still meet the recommendations set out in the Charlie Taylor review 2017. To professionalise the workforce and give staff the training and skills to work with children.
MoJ and YCS would like to procure an apprenticeship for Level 4 children, young people and families practitioner. The apprenticeship is on the national standards.
The length of the contract would be for 5 years plus a 1 year extension with all learners having completed the apprenticeship by end of contract. YCS would like a blended learning approach with both face to face and so parts distance learning. This will need to include the cross-fertilisation approach with other learners from child focus services. (covid issues notwithstanding)
The provider will need to ensure that the offer covers these 7 sites across the UK

YCS would like a closed Cohort for legacy staff within
YOI Parc - Total - 90
STC Rainsbrook - Total 120
STC Oakhill - Total 140
All new staff within YCS which is approximately 300 a year will be onboarded in a roll-on roll-off model to maximise flexibility. We are keen to ensure that cohorts include other public and private organisations to maximise cross fertilisation of ideas and experience. Learners will be placed in all venues of the Youth Custody Estate therefore we will require the successful bidder to offer convenient coverage to the whole estate.
In light of the current situation it is expected that the provider be adaptable and able to continue learning and assessment under covid-19 restrictions or any similar.
The supplier must suffice all obligations under the Equality Act (2010) especially in regards to access and reasonable adjustments for those with protected characteristics.
The supplier must deliver this service in line with all Education and Skills Funding Agency, Department for Education and Institute for Apprenticeships rules, laws, guidelines and regulations.
This course must be delivered within the funding bands set by the ESFA for funding this apprenticeship.
