Description
NHS England - South (Wessex) is responsible for commissioning NHS dental services for its population, including those registered with a GP in Dorset. We are currently seeking to commission an out-of-hours urgent dental care service across two sites - one accessible to the population of east Dorset and one accessible to the population of west Dorset. The population of each of these areas will include those who are registered with a GP in Dorset, those who are resident in Dorset without a GP and those who are visitors to Dorset.
The services will provide patients who are in pain or whose oral health is at risk of significant deterioration with access to an urgent care dentist to relieve their immediate need. This access will be at the weekend and bank holidays only, and appointments will be booked upon the patient calling 111 and being allocated to a slot held at the practice. Once the patient's problem has been treated they will be discharged back into general dentistry unless it is necessary for the urgent care dentist to refer them for specialist care.
The successful bidder(s) will need to work flexibly with 111 to ensure patients who need urgent treatment are able to access this service. This may involve the addition of appointments at peak times of the year (e.g. summer holidays) if 111 identify there is a demand.
The service will be provided for 3 years, with an option for NHS England to extend the contract for a further 2 years. Each service will be contracted via a Personal Dental Services Agreement and will be reimbursed monthly, based on an annual contract value calculated by the expected provision of a minimum number of appointments on specific days throughout the financial year.

The tendering process will be conducted in accordance with the requirements and flexibilities provided by Articles 74 to 76 of the Directive, and Regulations 74 to 76 of the Regulations. The Authority will run a transparent tender process, treating all bidders equally. For the avoidance of doubt, the Authority will not be bound by the Regulations or the Treaty on the Functioning of the European Union or any other regulations or legislation except for the specific parts or circumstances that apply to the procurement of these Services.
Neither the inclusion of a bidder selection stage, nor the use of any language or terms found in the Directive or Regulations, nor the description of the procedure voluntarily adopted by the Authority ("Open", "Restricted", "Competitive Procedure with Negotiation", "Competitive Dialogue" or any other description), nor any other indication, shall be taken to mean that the Authority intends to hold itself bound by the Directive or Regulations, save by the provisions applicable to services coming within the scope of Annex XIV of the Directive / Schedule 3 of the Regulations. The services are healthcare services falling within Schedule 3 to the Public Contracts Regulations 2015 ("the Regulations") which are not subject to the full regime of the Regulations, but is instead governed by the "Light Touch Regime" contained within Chapter 3, Section 7 of the Regulations (Regulations 74 to 77).
