Description
NHS Telford and Wrekin and NHS Shropshire Clinical Commissioning Groups (CCGs) are inviting suitably qualified and experienced providers to deliver the provision of Integrated Urgent Care GP Led Out of Hours Services. This will be a pivotal service for the local urgent care health and social care economies in Shropshire and will provide patients access to the right care at the right time.
In 2016, Commissioners and Providers formed the West Midlands Integrated Urgent Care Alliance Agreement to progress the integration of urgent care within the geographical boundary of the 16 Clinical Commissioning Groups forming part of the collaborative.
Sandwell and West Birmingham CCG act as the Lead Commissioner for Integrated Urgent Care on behalf of the 16 West Midlands CCGs, with Shropshire and Telford & Wrekin CCGs acting as Associate Commissioners on the contract. Care UK are contracted to provide the NHS 111 element of the Integrated Urgent Care service in the West Midlands.
We seek through our regional Alliance Agreement to drive more efficient and effective use of NHS resources. The Provider of the local GP Out of Hours services for Shropshire and Telford & Wrekin will need to agree to sign up to this Alliance Agreement as a requirement of this contract.
GP Led Out of Hours Services are used by Patients outside of normal surgery hours to receive GP led appointments and for the purposes of this procurement, the core services comprise:
1. GP Speak to Dispositions (reached following assessment of calls received via NHS 111)
2. Calls from Health Care Professionals (HCPs) into the NHS 111 Clinical Assessment Service (CAS) seeking additional clinical telephone advice for patients being attended in their place of residence or public place
3. Face to Face Consultations - Base Visits (at designated premises)
4. Face to Face Consultations - Home Visits (pre booked via the NHS 111 service)
The West Midlands Core IUC/Out of Hours Service Specification details the core requirements and standards that all Providers must meet, including those services detailed above. The Shropshire and Telford and Wrekin CCG's Local Specification details all additional local services required supplementary to those included in the West Midlands Core Specification.
Local GP Out of Hours Services to be delivered across both CCGs include:
1. Provision of Urgent Care Services to Patients During Out of Hours
2. Violent Patient Service
3. Verification of Death
4. Urgent Test Results from Acute Trusts
5. Provision for Mental Health Patients
6. Clinical Support for Community Hospitals and MIUs during Out of Hours
7. Provision of pre bookable appointments at weekends and on Public Holidays
Additional Local GP Out of Hours Services for Shropshire CCG only include Flu Anti-Viral Treatment Service.

Light Touch Regime' services: This procurement is for clinical services which are Light Touch Regime
services for the purpose of the Public Contracts Regulations 2015 as specified in Schedule 3 of the
Regulations('Regulations'). Accordingly, the contracting authorities are only bound by those parts of the
Regulations detailed in Chapter 3 Particular Procurement Regimes Section 7. The contracting authorities are
not voluntarily following any other part of the Regulations. The procedure which the contracting authorities
are following is set out in the MOI. As the CCG is a relevant body for the purpose of the National Health
Service(Procurement, Patient Choice and Competition) (No 2) Regulations 2013 these Regulations also
apply to this procurement.
