Description

Health Education England are putting out this notice as a VEAT (Voluntary Ex-Ante Transparency Notice) with a view to completing a Direct Award to Royal College of Anaesthetists

The case for direct award can be found on the tender portal.

HEE is seeking a provider to HEE National Primary and Integrated Care team wish to put into place a framework agreement to deliver on the priorities and Mandate deliverables of HEE in Anaesthesia and Medical Associate Professionals as outlined in the NHS Long Term Plan and People Plan.

HEE believes that it is highly unlikely for any other supplier to be able to provide the following skills/tools provided by RCoA as a current supplier for the following reasons:

1. RCoA is the only UK based professional membership organisation and registered charity representing Anaesthetists; RCoA is the sole authoritative body for Anaesthesia in the UK and the Republic of Ireland. The organisation's Royal status carries a level of reputation and access to expertise that is not replicable across other suppliers.
2. RCoA has access to expertise in advancing education and research in Anaesthesia and is responsible for setting standards of training and administering examinations in Anaesthesia in England.
3. RCoA is experienced in setting and monitoring standards of care and in providing expert guidance and advice on policy to relevant bodies (including HEE, NHSI/E and GMC) on matters relating to the provision of anaesthesia, intensive care and pain medicine services in England.
4. RCoA has access to over 24,000 RCOA Fellows and Members registered internationally, including all Anaesthetic trainees in England and a large number of Anaesthesia Associates, Anaesthetic Consultant Doctors, Specialty and Associate Specialist (SAS) doctors. These groups make up the primary stakeholder networks for HEE work to develop the Anaesthesia Associate (and wider Medical Associate) profession.
5. RCoA operates a number of expert reference groups, forums and sub-committees including: the Association of Anaesthesia Associates, the Faculty of Pain Medicine, and the Anaesthetists in Training Committee.
6. The NHS Long Term Plan (2019) specifically outlines the requirement to work with the Royal Colleges of which RCoA is the only one with responsibility for AAs and Anaesthesia.
