Market Engagement Event Only - Low Interest Loan Provider
South Northamptonshire Council are to procure a low interest loan service to assist vulnerable households and property owners.
The Private Sector Housing Strategy directs financial assistance:-
a) To vulnerable occupiers living in hazardous housing conditions;
b) To encourage long term empty homes to be brought back into use;
c) To support energy efficiency measures with the aim of reduce poverty;
d) To support the provision of an increased supply of well-managed, affordable and secure rental accommodation in the private sector; and
e) To promote independent living by funding access to facilities considered necessary to meet the clinically assessed needs of a disabled person.
Vulnerable occupiers:
o The assistance provided by the Council takes the form of loan products administered by a partner agency tailored to meet the needs of its clients.
o Loan assistance for owner-occupiers meeting the eligibility criteria will take the form of capital and interest repayment loans.
o Interest only and interest roll-up loans will normally only be suitable for applicants over 65 with sufficient equity in their home.
o Typically loans to owner-occupiers will be for a maximum amount of ?7500 and with a maximum repayment period of 15 years.
Landlords:
o low-interest loan product providing an incentive for landlords to meet the Council's strategic objectives by providing affordable, high quality accommodation for low-income households.
We would like, at this stage prior to formal procurement, to seek input from the market as to what the appetite might be for undertaking this service and to allow an opportunity to discuss options for the delivery of future provision.
The Councils intends to hold an open information session for all interested organisations to be held at The Forum, Moat Lane, Towcester, NN12 6RL on Thursday 6 April 2017, which will start at 10.00am. This will provide an opportunity for organisations to explore these proposals further.
The session will include:
o An overview of our Private Sector Housing Priorities
o An outline of our low cost loan requirements and how we would like to work with providers
o The procurement timetable
o Opportunity for private meetings with providers
