Description
The Care Act became law in June 2014, Section 76 of the Act sets out the responsibilities for the provision of care and support for adult prisoners. Where it appears that adults in prison have needs for care and support, they should have their needs assessed by the local authorities and where they meet eligibility criteria; have services provided by the local authority. In essence prisoners are entitled to receive the same access and provision of services as if they were a member of the local community.
The referral processes for social care will be in place from the start of the contract but individuals will also have the right to self-refer. The Council will be responsible for all prisoners who satisfy the eligibility criteria. However, where a prisoner does not satisfy the eligibility criteria then any needs will continue to be met by the Prison.
The Council seeks to establish a single supplier call-off Agreement to provide Home Support Services to HMP Birmingham - Winson Green.
The contract will be for a period a 2 years.
The purpose of the Service is for suitably qualified care providers to deliver Care and Support for one Prison on a Commissioned (as required) basis. The Service will enable Service Users to achieve their identified outcomes in order to improve their independence and ability to self-manage and to achieve and maintain their desired potential in relation to their physical, intellectual, emotional and social capacity.
