Description

The successful tenderer will be required to provide cleaning services to the Sharnbrook Academy Federation.

The contract being tendered is for 4 years on a 2 + 2 basis subject to satisfactory performance and reviews in the 1st 2 years. The contract will run from 1.8.2016. The intention is that the contractor will carry out the 2016 summer clean ready for the start of the new school year. The successful contractor must have a robust and proven recruitment / staff absence cover strategy, as the schools are in rural areas.

The Federation would also like to consider within this contract:

1. Litter picking and emptying of the schools external litter bins;

2. Feminine hygiene - monthly collection and replacing of the sanitary bins, weekly collection and swapping of clinical waste bins (Medial rooms and Nursery);

3. Other wash-room services that they can offer, i.e. air fresheners, neutralisers, etc.

At present there is a mix of cleaning contracts across the 4 schools.

Sharnbrook Upper School has nearly 2 000 students and 400 staff. It consists of 17 buildings. This is part in-house and part outsourced to a contractor due to difficulties in recruiting suitable reliable staff.

The current contract value for cleaning is circa 210 000 GBP;

Litter picking and external bins circa 10 400 GBP;

Feminine hygiene and wash-room services circa 2 000 GBP.

Lincroft Middle School has nearly 850 students and 110 staff. It consists of 6 buildings. This is part in-house and part outsourced to a contractor due to difficulties in recruiting suitable reliable staff.

The current value of the cleaning is circa 33 000 GBP;

Litter picking is circa 1 500 GBP;

Feminine hygiene and wash-room services is circa 2 000 GBP.

Harrold Priory Middle School has nearly 400 students and 40 staff. It consists of 7 buildings. This is completely outsourced.

The current value of the cleaning is circa 28 000 GBP;

Litter picking is circa 1 500 GBP;

Feminine hygiene and wash-room services is circa 1 000 GBP.

Margaret Beaufort Middle School is completely in house and there are 13 cleaning operatives and the site manager working 70 hours per week Monday to Friday in the afternoons.

None of the cleaners are members of the LGPS.

The current value of the cleaning is circa 29 000 GBP;

Litter picking is circa 1 500 GBP;

Feminine hygiene and wash-room services is circa 1 000 GBP;

Total contract value circa 320 000 GBP.

The contracting authority will consider variant bids, evaluating them (so far as the variant or the evaluation of the variant is in the opinion of the contracting authority practicable) on the same basis as a conforming bid, but shall not be obliged to accept any such bid in preference to a conforming bid even if the variant bid scores more highly. No variant will be considered unless the bidder simultaneously submits a conforming bid.
