Description of the Requirement
The NHS People Plan 2020/21 outlines a commitment to reduce bullying and harassment in the workplace, and clearly states that all employers are responsible for preventing and tackling bullying, harassment and abuse against staff, and for creating a culture of civility and respect.
The NHS England and Improvement (NHSEI) Civility and Respect team would like to commission an accredited Just and Learning Culture training programme on behalf of the NHS. The programme would be aimed at professionals and practitioners across the NHS and will provide them with skills that will enable them to influence work in their own organisations and help promote cultures based on just and restorative approaches. The range of interventions they adopt may support the organisation at individual and team level to manage these situations in a positive manner, to avoid blame and negativity, and to create cultures where staff feel supported and safe.
The training will incorporate aspects of the national objectives and restorative and just culture context shown below:
1. Civility and Respect principles and practice
2. National context and objectives such as:
- NHS Health and Wellbeing Framework - Get Started (2018)
- NHS Health and Wellbeing resources www.england.nhs.uk/people
- NHS Long term Plan (2019)
- NHS People Plan (2020/21)
3. Just and Restorative Culture from the NHS perspective - regulatory, evidence, learning, best practice and co-production i.e.
- What is a Just and Restorative Culture?
- Context:
- NHS Resolution Annual Report and Accounts (2019/20)
and the associated
- Being Fair Report (Advise, Resolve & Learn) which incorporates a Just and learning Culture Charter
- Patient Safety Incident Response Framework (2020)
- NHS Patient Safety Strategy (2021)
4. Incident responding and reporting - case studies, learning, sharing, solutions and approach
5. Restorative V retributive culture - case studies, learning, sharing, solutions and approach
6. Impact of COVID-19 - case studies, learning, sharing, solutions and approach
7. Current HR and OD policies versus reasons to change/amend to achieve a Just and restorative culture

10. Individual participant approach to Civility and Respect and produce implementation plan for own organisation.

The contract for training delivery will commence from contract start date (August 2021) until completion of the training and check in event (end of March 2022). The maximum contract value is estimated at £330k Exc VAT.
