Description

The pseudo-framework for Domestic Abuse Support Services in Gloucestershire is reopened annually for Lots 2-6: Lot 2: Provision of Places of Safety; Lot 3: Addressing Perpetrator Behaviour; Lot 4: Young People; Lot 5: Early Identification and Workforce Development Lot 6: Stalking.

The 2021 opportunity to join the framework opens on 9th June 2021 and all tender responses must be submitted by 9th July 2021 at 10am. The original tender was first issued in 2017 and the framework went live in 2018. The framework re-opened in 2019, and was scheduled to re-open in 2020 but this was cancelled as a result of the covid 19 pandemic. This is the year 3 re-opening, and will be the last time that the framework re-opens.

The Services required under this procurement fall within Schedule 3 of the Public Contracts Regulations 2015 (SI 2015/102) and is therefore not bound by all of its requirements. Consequently, the procurement process adopted by the Commissioners was developed in accordance with Regulation 76 of the regulations and in particular in accordance with the fundamental public procurement principles of transparency and equal treatment and the Council followed its own modified version of the Framework process described under regulation 33. This modified process, included the length of the framework and the ability to reopen the tender. These modifications reflected the importance of maintaining and ensuring the stability of the service to those requiring support, and maintained the principles of fairness, openness and transparency. Providers who wish to join the pseudo-framework should read all information in the ITT carefully before submitting their response. References to framework throughout the ITT refer to this modified pseudo-framework.
