Description

This commission will look to secure external consultancy support to develop the mobility hub programme. This will consist of two principal tasks: -Task 1: Business Case Development (Mobility Hubs phase 1) Support the development of Phase 1 of the Mobility Hubs programme in Calderdale including developing the outline business case (OBC). This will include: • Development of the economic and commercial case for OBC • Review of the financial and management case for OBC • A brief guide to mobility hubs (2 or 3 sides A4) to help explain the concept and project ahead of public consultation - potential for this to be a digital document • Support for economic and management cases of full business case submission. • Seminar on key lessons from the business case development to be presented to an internal Combined Authority audience to support phase 2 (date to be agreed). It is intended that the outline business case will be submitted on 22nd May 2022 for consideration at a June PAT meeting. Task 2: Prioritisation Framework (Mobility Hubs phase 2) Development of a prioritisation methodology and framework that can be used to assess and prioritise delivery of the long list of hubs locations developed for phase 2 and beyond. The scale of funding available for phase 2 has not yet be confirmed so the framework should allow flexibility when prioritising locations into packages. The framework must be in a format that can be used and adapted by the Combined Authority for future site prioritisation. The key deliverables of this task include: • Assessed and prioritised longlist sites for delivery under phase 2 (long list to be provided by Combined Authority on award of this commission) • Prioritisation framework using agreed methodology for future site assessment The Prioritisation framework and list of prioritised sites should be provided by 1st May 2022. The maximum budget for this work is £60,000.
