Description
The University of Essex seeks to understand market interest and capacity to deliver technical consultancy services, for up to 3 years, covering the draft scope of services and University of Essex Natural Gas infrastructure detailed below:
Background:
The University of Essex operates a local/private medium pressure gas network consisting of:
1. Low pressure new independent supply to Wivenhoe House
2. Low pressure independent supply to Lakeside House, The Essex Sports Arena and STEM Building, Colchester
3. Extensive low pressure network to academic accommodation located at Colchester, Southend and Loughton campuses
4. Low pressure network to student accommodation at Colchester and Southend campuses
5. Colchester campus wide medium pressure network (150 mbar)
With a mixture of appliances including;
• Gas fired Boilers
• Direct gas fired hot water generators
• Direct gas fired air handling units
• Combined Heat and Power Units
• Kitchen and Laundry
• Black tube radiant heaters
• Laboratory equipment i.e. fume cupboards and bench gas taps
• Gas fires
Consultant Draft Scope of Services:
1. Responsibility for/assist client with the Gas Safety Management Plan
2. Provide oversight of gas compliance at University of Essex campuses in Colchester, Southend and Loughton.
3. Review proposed design solutions for new Gas equipment/compliance/Projects and LTM
4. To facilitate a new build at our Colchester campus; development of a scope for Gas Main Diversion works and provide assurance oversight of delivery by a main contractor during Summer 2020.
Minimum Accreditations and Experience Requirements:
The Consultant shall be a Chartered Engineer with the Institute of Gas Engineers, with a minimum 10 years experience of managing medium pressure gas mains, ideally working within a higher education environment.
Demonstrable experience in the preparation of Gas Safety Management Plans, ideally within a higher education environment.
Accredited via the Energy and Utility Skills Register SC04 & 05 authorising engineer and competent person for non-routine operations and routine operations.
Accredited by the Energy and Utility Skills Register SC01 & 05 authorising engineer and competent person for non-routine operations and routine operations.
A minimum of 5 years Project Management and Design Experience on medium pressure gas mains.
Appropriate, current, Gas Safe registration for medium pressure commercial systems.
