Description

Provision of Mobile & Telephony Services for Spanish Posts

Contractors must be able to provide a service that covers the whole of the Spanish geographical area: the Spanish Mainland, Balearic Islands and the Canary Islands.

The Authority currently uses the following mobile telephony:

• 129 Smartphone lines
• 72 Mobile devices - voice only (majority to be replaced by data and voice over next 3 to 9 months)
• 17 Data only
• 28 Data Only (USB modem lines - may be phased out during next 6 to 18 months).
• Broadband

All figures are appropriate and holdings may increase or decrease as Embassy operations may require.

Contractors should note that the Blackberry lines will be discontinued towards the end of 2016 and these 80 mobile phone numbers will be moved over to smartphone contracts. Therefore there is NO requirement for Contractors to include details regarding Blackberry tariffs.

Given the above, Contractors should base their calculations on a total of 250 smartphone lines. This number may vary throughout the year by +/- 10%.

Due to the current use of Blackberry lines, the number of SMS messages is presently higher than that expected from January 2017. Contractors should therefore note that the historical data shown below is NOT an indicator of future SMS messaging levels.

It is expected that an increased use of instant messaging apps will further reduce the number of SMS messages sent by all types of phones.

All smartphone mobile lines do not and will not use the same tariff. Data usage varies by user, as do roaming requirements. For each mobile line the appropriate tariff will be indicated during the transition period to the new contract.

The solution delivered by the successful supplier must meet the Authority's current "As-Is" requirements and those future requirements linked to its Technology Overhaul programme. Enhanced service delivery and value for money/added value must also be provided for the future solution.
