Description

CDS via VCDS has directed DCDS (MilCap) and CDLS to continue to exploit the Performance Excellence regime implemented by CDLS and the FLC 2* support champions.

There is recognition and a mandate to move faster, and we need to make sure that the full range of opportunities for improving availability are examined. This means thinking beyond logistic and equipment support. MOD must identify the opportunities that will come from addressing the full range of DLOD constraints as well as policies, permissions, and authorities where these are material.

Support needs to be provided to the Commands in prioritising work to ensure that we focus scarce resources on the most important challenges and biggest opportunities. We must aim to deliver a year-on-year incremental improvement in the outputs from Defence. Accordingly, the Increasing Defence Outputs project has been established to Set the Conditions for Defence to Deliver Against CDS Ambition, and will:

• Develop a Defence Performance Framework within which single services can drive forward increased outputs.
• Develop a cost/value of availability model and make recommendations on Decision-Support Tool functionality needed to make timely interven-tions and investments.
• Ensure coherence across all TLB in-flight projects and address any im-pediments to unlocking greater availability by reviewing and amending relevant policies, authorities, doctrine and process.
• Share best practice and lessons from across Defence, international partners and industry.
• Develop, in consultation with industry, a revised contract management model that delivers greater affordability and availability.
• Assist single services with setting the level of ambition for year-on-year improvements, captured in Defence Plan 23, and assist with identifying ABC 23 investment opportunities.
• Develop an initial set of principles for embedding availability targets into the acquisition process
