Description

Transport for London (TfL) is issuing this market engagement document in the form of a Prior Information Notice (PIN). This PIN is issued solely for the purposes of the market engagement. This PIN does not constitute a call for competition to procure any services, supplies or works for TfL and TfL is not bound to accept any proposals offered.

This PIN is not an invitation to tender. Its purpose is to allow interested parties with appropriate experience to participate in the development of Transport for London's integrated energy strategy the strategic objective of which, is as follows:

"In response to the dual financial and environmental energy challenge, TfL will pursue a collation of initiatives prioritised both on financial payback and ability to significantly reduce carbon emissions with the aim of meeting the Mayor's zero carbon agenda and supporting the electrification of road transport to improve London's Air Quality"

TfL has a large, predictable and long term electrical energy demand and is exploring a wide range of options to reduce the cost and carbon emissions of the energy supply and future energy sourcing. One option is to source electricity from low carbon and environmentally sustainable energy sources, to meet a proportion of its current and future forecast electricity demand by way of direct connection.

Diversifying the energy supply across varied sources and procurement arrangements may achieve financial benefits, hedge against the prospect of rising energy prices and deliver carbon savings.

The benefits of this approach to both TfL and London are:
- a direct contribution to achieving the Mayoral Zero Carbon Agenda,
- cost efficiencies through avoidance of network related charges,
- increased security and diversity of its energy supply,
- potential mitigation against energy price risk,
- developing a source of low carbon energy generation in London.

To assist in the delivery of this strategy, TfL is looking to explore with interested parties:
1) Potential opportunities to connect directly with existing or imminently and viably developed suppliers;
2) The high level feasibility of any direct connection;
3) The environmental benefits a direct connection could provide and
4) The cost benefits a direct connection could yield.
