Description

The Trust is conducting the procurement exercise using the Open Procedure in accordance with the requirements of the Public Contracts Regulations 2015 (PCR 2015) and the Public Procurement (Amendments, Repeals and Revocations) Regulations 2016 and in accordance with the Light Touch Regime as set out in Schedule 3 of the Public Contracts Regulations 2015 (Annex A) (PCR 2015) in relation to Social, Health and Education services.

Birmingham Children's Trust (the Trust) is owned by, but independent from, Birmingham City Council, delivering all Family Support and Social Care Services for the Council. We exist to make sure that the most disadvantaged children in Birmingham live safe and happy lives and have the opportunity to reach their full potential.

Birmingham Youth Offending Service (BYOS) is committed to working with children, families, and victims through a trauma lens. It is critically important that we see offending as a symptom of a child's experiences and trauma and have the understanding that if we tackle the root causes of offending, we are likely to be better able to improve a child's life chances and safeguard them and others.

BYOS is seeking to engage with one single Provider to deliver a speech and language therapeutic service to all children who are supported by Birmingham YOS. This Service will ensure children receive timely and robust assessment and interventions where required and, provide case managers with information, training and support to inform targeted intervention risk and vulnerability plans.

The children BYOS work with will often display behaviours that are described as challenging and that have been affected by social and cultural isolation, engagement in gang affiliated activities or being criminally exploited. They will often have experienced trauma and emotional difficulties and experienced a range of disadvantage that is impacting on their life chances.

Alongside Speech, language and communication needs, we know that there are further factors that children within BYOS have experienced disproportionately, for example having mental and emotional health needs, special educational needs, substance misuse, diagnosed or undiagnosed conditions such as Autism, Asperger's, and ADHD (Attention Deficit Hyperactivity Disorder). Many children are also disproportionately care experienced.

These children will require an offer of enhanced support to seek to redress this imbalance. The provider must work in a way that understands and responds to this adversity and trauma and work in accordance with the BYOS vision and guiding principles.

The Contract will last for 2 years commencing 1st April 2022 with the provision to extend for up to an additional 1 year subject to funding and satisfactory performance.
