Description

NHS Greater Huddersfield Clinical Commissioning Group on behalf of the Yorkshire and Humber Joint Strategic Commissioning Board representing the Yorkshire and Humber (Y&H) Commissioning Groups and NHS England (the Commissioners) are seeking to commission an innovative, collaborative and dynamic provider to supply a key part of their Integrated Urgent Care (IUC) service. The key elements of this service are likely to include:

• The provision of NHS111 telephony services across the Y&H region.
• The provision of a core Clinical Advice Service that will provide clinical advice directly to patients calling 111 and work with providers in the virtual CAS to meet the national standard of 50%. It is likely that the volume of Clinical Advice from the core CAS will be circa 30%
.• To provide, develop and support the implementation of the technological and operational interconnectivity between the 111 telephony service, the central CAS and a range of locally commissioned services across the constitute CCGs to form both a virtual CAS and a more complete IUC system. This will include, but is not limited to, services such as 999 call handling services, GP out of Hours (GP OOH), GP extended access services/hubs, mental health providers Single Points of Access and Urgent Treatment Centres/Same Day Health Centres.
• To comply with the Integrated Urgent Care national specification (link below), and other national guidance in this area (i.e. clinical governance and workforce) (https://www.england.nhs.uk/wp- content/uploads/2014/06/Integrated-Urgent-Care-Service-Specification.pdf)
• Have operational and technological systems in place to achieve the key operational requirements of the IUC system - e.g. direct booking into services
• To work with the local STPs/ICS to understand the potentially different delivery models of urgent care and support the optimal solution for each sub-region.
• To be a proactive part of the IUC system recognising the regional and local role that you will have as a regional provider

It is worth noting that within the Yorkshire and Humber there are three Sustainability and Transformation Partnerships (STPs) and one Integrated Care System (ICS) and that each STP/ICS has differing commissioning intentions (though there are significant commonalities) in relation to Integrated Urgent Care.

We are inviting you to an event that is specifically targeted at potential providers within the call handling and digital market as well as organisations that provide clinical services and systems.

The event will provide clarification and detail around:

• The national context of integrated urgent and emergency care (IUEC)
• The Y&H service model for a NHS 111 call handling service and 'core' CAS
• Integrated Urgent Care from the Y&H STP/ICS perspective
• Options for Contract length and indicative cost envelope
• Procurement process and timeline

This event also provides an opportunity to network with other providers and organisations.
