Description

Following the establishment of Oak National Academy Limited as a new, independent, arm's-length body on the 1st September, we are now able to share more information about how Oak intends to work with the sector. The purpose of this notice is to direct people towards market engagement webinars on Thursday 15 September at 16:00-17:30 and Friday 16 September at 12:00-13.30. In advance we are sharing pre-reading here about Oak's proposed procurement approach. During the webinars we will seek feedback to input into the requirements specification. The webinars will be recorded and materials added to the pdf as linked below.

Oak National Academy (Oak) began as a response from the education community in response to the pandemic. Tens of thousands of teachers continue to rely on it for support for lesson planning and curriculum development. In September 2022, Oak became an independent arms length body of the Department for Education, seeking to support the reduction of teacher workload and increase curriculum expertise.

Oak's purpose is to improve pupil outcomes and close the disadvantage gap by supporting teachers to teach, and pupils to access, a high quality curriculum. Oak will achieve this by continuing to work with schools, teachers and the wider education system to create and support the use of world class digital education products built around our rigorous, high quality curriculum.

This procurement is to appoint multiple Curriculum Partners (Suppliers) to provide existing curriculum sequences and lesson resources and develop these to create a national, coherent curriculum with Full Curriculum Packages to support teachers in-class. The Full Curriculum packages must fully align with the standards of the national curriculum.


Oak's Full Curriculum Packages will comprise:
a) Curriculum information: overview, sequence of content and units of learning including key knowledge, vocabulary and skills
b) Full sets of lesson materials: slides, worksheets, quizzes, teacher guidance and video lessons

These final Full Curriculum Packages will then be made available for free, entirely optionally, and accessible on demand for schools, on Oak's platforms.

It is anticipated that the range of services required from Curriculum Partners will include:
Provision of existing Curriculum and Lesson Resources to underpin the development of Full Curriculum Packages.
Provision & contract management of a high quality team to include a curriculum design lead and subject specialist teachers and reviewers to develop the Full Curriculum Packages to agreed specification.

The above is neither exhaustive nor a final requirement. It is subject to development prior to the publication of any potential subsequent contract notice.

There will be multiple lots to ensure opportunity for Curriculum Partners to engage in this opportunity. We propose allocating lots by allocated by curriculum subject and phase (primary and secondary).

Oak will stagger the procurement and development of the Full Curriculum Packages across 2 cycles:
Cycle 1 - Creation complete by September 2024: English, maths, science, geography, history, music
Cycle 2 - Creation complete by September 2025: other National Curriculum and Statutory subjects to be confirmed

In order to draw on a wide range of expertise from across the system, Oak wants to achieve a diversity and breadth of Suppliers while keeping curriculum coherence. Therefore we propose to split Cycle 1 into separate lots of each of Primary (KS1-2) and Secondary (KS3-4) per subject area, and cap the award of the total lots to an individual supplier or consortium
