This procurement exercise is being undertaken to create a framework of providers who can support the delivery of the Mayor's homes retrofit programme. The new Framework is intended to cover the appointment of a Service Provider(s) to administer and manage scheme applications and manage and deliver installations of energy efficiency measures for Warmer Homes Phase 3.
The Framework will also cover fast procurement of other homes retrofit programmes, enabling London to take advantage of future grant funding opportunities as well as helping to develop the able to pay market.
The Mayor is currently working on securing London's proportionate share of ECO4 funding. If successful, this would be circa £130m annually until 2026, much of which could be delivered through this Framework
TfL are establishing the framework for use by any public sector body that has a presence in London or will use the framework for domestic retrofit projects that include London properties. This includes:
The GLA Group, including the Greater London Authority (GLA) and Transport for London (TfL);
Local government organisations, including London borough councils;
Registered social landlords (housing associations)
Ministerial government departments;
Non ministerial government departments;
Executive agencies of government;
Non-Departmental Public Bodies (NDPBs), including advisory NDPBs, executive NDPBs, and tribunal NDPBs;
NHS bodies;
Third sector and charities;
Citizens advice bodies;
Public corporations;
Public financial bodies or institutions;
Public pension funds;
Central banks; and
Civil service bodies, including public sector buying organisations.
Where agreed by the GLA, the framework will also be open for use by private sector organisations for domestic retrofit projects that include London properties.
