Description

At a Licensing Hearing in November 2021 committee decided to go out to consolation on whether the late night levy should continue to be in place or should various amendments be made to the levy.
The Consultant is requested to provide a Bid setting out the cost of providing the following services to the City Council:

1. Liaison with the relevant City Council's Officers either in person or via teams on the content of the Consultation Documents and the processes to be followed ( This document would need officer and Licensing Committee approval before the consultation begins )
2. Preparation of the Consultation Document in consultation with Council Officers
3. Attending meetings of Officers and Members in connection with the consultation process and outcomes either in person or via teams
4. Carrying out the consultation in compliance with the legislative requirements. It is anticipated that this will include consultation with the holders of all those premises licences and club premises certificates in the City, together with local residents, Merseyside Police, Responsible Authorities, Relevant Solicitors, Ward Councillors, Local Members of Parliament, Business Representatives and any other persons whom the Consultant would recommend should be consulted.
5. Receiving and analysing the consultation responses.
6. Preparation of a written report (25 colour copies of each plus electronic copy in.pdf format) detailing an analysis of the consultation responses received (preceded by an Executive Summary) to be presented to the Licensing and Gambling Committee
